Vought [Project 2025] before the House Appropriations , members scolded him neglecting to provide a budget, they need to do their jobs. Vought had plenty to say . .he claimed that under Biden “every agency became a tool of the Left.” ..the White House will continue to ask for rescissions, but also noted that, as Project 2025 laid out, he does not believe that the 1974 Impoundment Control Act, which requires the executive branch to spend the money that Congress has appropriated, is constitutional, despite court decisions.. Rep Rosd DeLaurO (D-CT) told Vought: “Be honest, this is never about government efficiency. In fact, an efficient government, a government that capably serves the American people and proves good government is achievable is what you fear the most. He tells Rep Murray that what the President will do, via OMB, "are not impoundments, they are Programmatic Delays."
This is a semantic game that he developed under #Project2025 to give Trump the power to withhold funding that congress legally allocated.

Trump moves to gut more agencies, targeting Voice of America, libraries, clean energy and National Monuments
Trump has signed an executive order seeking to eliminate several additional federal agencies, including one that oversees the federally funded media outlet 
️Voice of America (VOA), 
testing the limits of his authoritative power as he seeks to shrink the size and scope of the federal bureaucracy.
One order signed Friday night calls for the agencies
— some of which are focused on #minority business enterprises, #museum and #library services and #homelessness prevention
— to “be eliminated to the maximum extent consistent with applicable law.”
It also instructs the heads of agencies to “reduce the performance of their statutory functions and associated personnel to the minimum presence and function required by law,”
and submit a report to the Office of Management and Budget director #Russell #Vought confirming full compliance within seven days.
A second executive order revoked 19 executive actions signed by President Joe Biden that promoted #clean #energy and environmental goals.
The order terminates proclamations of #national #monuments created by Biden
and ends the use of the Defense Production Act to expand the U.S. manufacturing of clean energy technology
(including mandates for electric heat pumps and #solar #panels),
among other Biden-era policies
