Why? This comes from Russ Vought at OMB. He sees the USDA as just another federal agency that hates Americans & Trump must control.

The admin doesn't want to provide foreign aid, even if it feeds kids in other countries.
To turn it back on Farmers need to call their Reps but first the grain wholesalers have to cut new "deals" with Trump, with a kick back.
That's how contracts work now.
