It must be able to function via snail mail.
There is no requirement that forces people to have internet access.
It goes without saying that there was no internet when SSA was created. X was not around then either.
If the US Government wants to provide free internet to everyone, fine. Hell, give everyone a free spyphone.
But, there is no fucking way anyone should have to create an account on X.
This is flat out totally illegal, and insane.

Southern Illinois must have had a regional USPS manager years ago who liked putting mailboxes in the middle of the street. This is only area I've been to where I've seen this done.
