Is white space really a "character"?

Question:

When Merkans say "college", do they mean "university"?

• If yes, why not say uni?
• If no, what's the Merkan tertiary educational distinction between the two?

Bonus Question:

I also hear / see many Merkans talk about going back to "school". They're adults, not kids.

• Do they mean they flunked out of, or otherwise needed to leave, their primary &/or secondary schooling when they were kids, & now as adults seek to fill in that gap?
• Or are they also using "school" as a [confusing] synonym for "university"?
