The Adeptus Administratum.
For being the biggest department in the whole Adeptus Terra structure, and the fact that it's responsible for so much of the grimderp of the setting, it's kinda shocking that they have all of like ... 5 pages of concrete lore focused on just them. Almost all the insanity we know about them come from the background of other books unless you got access to some ancient (80s) books.
I know there is a wealth of potential for old school warhammer story-telling in there without the stupid superhuman heroics. I ran a whole campaign where the party played as agents of the Departmento Exacta (Imperium Taxmen). And since there was nothing there I spent a lot of time filling in the Administatum, and it was great. Put me in, Man!

This is the #warhammer40k thread where I talk about all the Legions geneseed flaws. I think the first thing is to talk about something I view as the dissonance between mental health and mental hygiene. I think that the Flesh Tearers are informative here. They acknowledge that something is wrong, they have various practices to manage that. I compare that to the first legion. No Dark Angel would ever admit there is something wrong with them. Let alone be honest about how they manage it.
