# ISIS INCREASING INFLUENCE AND ATTACKS
ISIS activities continued growing this week, with new attacks against SDF and Security forces of the transitional goverment. Car bombs and other sofisticated attacks prove that ISIS is increasing their capacities, making use of weapons seized after the collapse of Assad regime. Their newly expanded range of attacks also proves growth of their support networks. SDF and Security services of the transitional goverment continued to launch aids to counter their influence.

# DAANES DELEGATION IN DAMASCUS
During diplomatic meeting several issues were discussed, leading to following conclusions: establishing committees to monitor implementation of March 10th aagreement, working to resolve issues surrounding exams and student rights, resolving difficulties of IDPs returning to their villages and cities, and overcoming problems around implementation of agreements on Ashrafiye and Sheikh Maqsoud neighborhoods of Aleppo, including disrupted prisoner exchange.

# PRISONER EXCHANGE DAMASCUS-SDF
A second planned SDF-Damascus prisoner exchange in Aleppo has been postponed on May 28th. YPJ made a statement explaining that the Syrian transitional government refused to release women prisoners. DAANES officials stated their intentions to continue negotiating to make the prisoner exchange. On June 2nd a statement was released on media that the issue was resolved and the prisoner exchange will resume.

# SYRIAN IDP CAMPS AND ISIS
Following an agreement between the Syrian transitional government and DAANES to transfer internally displaced persons (IDPs) from al-Hol camp hosting ISIS families, several families were allowed to return to their homes in different parts of Syria. It is not clear how the security forces of the transitional goverment will deal with those families, and it may create an opportunity for ISIS to recruit new fighters and reengage supporters. Authorities of al-Hol camp denied any agreements to transfer the administration of the camp to the transitional government.

# LIFTING SYRIA SANCTIONS
The US Treasury lifted most sanctions on Syria, the EU separately adopted a resolution to lift economic sanctions on Syria but imposed sanctions on Turkish-backed Syrian army commanders and armed factions that committed human rights abuses. The EU Council sanctioned 62nd Division Commander Mohammad al Jassem (Abu Amsha) and 76th Division Commander Saif al Din Boulad (Sayf Abu Bakr) for commanding forces that conducted arbitrary killings, torture, and other targeted violence against civilians, particularly Alawites, in early March 2025. Al-Sharaa has allowed men, such as Abu Amsha, Sayf Abu Bakr, and others, to continue to operate with relative impunity in Syria and has even promoted several of these men to high-ranking positions within the new Syrian army.

# CONTINUOUS ARMED ATTACKES IN SUWEIDA
An ambulance of As-Suweida National Hospital was targeted on May 26th in an IED explosion that injured 6 people. This is not the first armed attack on medical personnel in the region. The same day people including healthcare workers organized a protest in front of As-Suweida National Hospital, denouncing an earlier incident where armed men entered the hospital and assaulted medical staff.

# ISIS RESURGENCE REACHING NEW LEVELS

Daesh continue attacking SDF checkpoints in eastern Deir Ezzor in the context of a worrying resurgence of their activities, passing from isolated strikes to coordinated operations. The partial withdrawal of US forces from NES with the evacuation of some bases located in Deir Ez Zor coincides with the increase of ISIS activities and puts a heavy burden on the shoulders of SDF. Many jihadist groups previously located in Idlib are disappointed with the direction of HTS. This disappointment creates a fertile ground for ISIS recruiters, already calling for their former members to rejoin their ranks, inviting also SNA groups to pledge allegiance to the Islamic state. Forces of the General Security Services (GSS) also carried out operations against ISIS cells in Aleppo after new attacks against GSS checkpoints in Deir Ezzor.

# ATTACK ON RUSSIAN AIR BASE

"Burkan al Furat” claimed the attack on Russian forces at Hmeimim air base that killed two Russian soldiers. They published a statement giving the Russians one month to leave Syria before they attack again. The Islamist group also announced that two of its fighters were killed, including ex-Hayat Tahrir al Sham (HTS) military trainer Abu Jihad Masri. The syrian transitional goverment declared that they acted without approval from the Central Security Services.

# TENSIONS IN SUWEYDA CONTINUE

Armed attacks and confrontations continue escalating amid the challenges faced by the transitional government and Druze forces in maintaining security in Suwayda Province. Local armed groups have engaged in repeated incidents of theft and other various criminal activities in Suwayda in recent days. A leader of "Men of Dignity" complained that the government has not provided local police institutions with any logistical support or equipment since the May 1 agreement. A new Druze faction known as the “National Guard Forces” recently formed in Suwayda Province, likely due to continued distrust between some Druze and local Sunni communities and the government's continued security challenges.

# RENEWED TENSIONS BETWEEN SDF AND SNA AT TISHREEN DAM

SDF and SNA factions are advancing towards each other west of Tishreen Dam, in the Manbij countryside. Some clashes recently took place there, and it is not clear if Damascus sanctioned the SNA’s recent activity near Tishreen Dam or if they continue to act independently. The existence of SNA-dominated army units that do not answer to Damascus risks discouraging Kurdish militants from integrating into the state due to the SNA’s historic abuses against the Kurdish population.

# DAMASCUS DELEGATION IN AL-HOL

A delegation from the Syrian transitional government visited Hol Camp to discuss the conditions of Syrian residents. The delegation included representatives from the ministries of Interior and Foreign Affairs, the intelligence services, as well as officials responsible for counterterrorism efforts within the Syrian transitional government, accompanied by representatives of the U.S.-led Global Coalition.
The delegation held a meeting with representatives of the DAANES and the camp’s administration, discussing the potential return of Syrian residents in the camp to their home areas and villages.

# DEIR EZZOR SECURITY OPERATIONS AND ISIS ACTIVITIES

After continued attacks on SDF checkpoints in eastern Deir Ezzor, SDF deployed additional forces to carry out a wider security operation. More than 10 ISIS linked individuals have been arrested after an extensive intelligence research, focused not just on sleeping cells, but targeting also networks of weapons and oil smuggling often connected with ISIS activities. Despite the defeat of the caliphate, insurgent activity of ISIS in the desert areas of central Syria continued. Since the collapse of the al-Assad regime, sunni fundamentalist groups are disappointed with the moderate politics of the transitional government of al-Sharaa. ISIS is exploiting those frustrations to recruit insurgents into their ranks, increasing their activities and expanding their networks. Syrian authorities also claim the arrest of an ISIS cell in Aleppo, as a reaction to a deadly attack of the fundamentalist group on a public security facility that resulted in the death of a security officer.

# TRUMP - AL-SHARAA MEETING IN SAUDI ARABIA

Trump announced in Riyadh that he will lift the sanctions on Syria, presenting it as “a new opportunity” for the Syrian government to restore stability. The declaration came during his speech at the Saudi-U.S. Investment Forum in Riyadh, where Trump is on a high-profile tour on middle east. After that announcement, a face to face meeting between Trump and al-Sharaa took place, together with Saudi Prince Mohammed bin Salman and Turkish President Erdoğan, who joined online. The White House announced their request for Syria to expel Palestinian terrorists groups and to join the Abraham agreements (agreements of normalization of relations between Israel and Arab nations). Another major request was for the Syrian government to assume full responsibility for ISIS detention centers of northeast Syria, currently under control of SDF. The previous request of US for lifting sanctions of removing foreign islamists from government positions was not mentioned. Al-Sharaa invited U.S. companies to invest in Syria’s oil and gas sectors.

# MORE HTS AND SNA APPOINTMENTS IN GOVERNMENT POSITIONS

The government of al-Sharaa continues to appoint important figures of HTS in key positions of the transitional government. This include Abdul Qader al Tahhan (Abu Bilal Quds) as Deputy Interior Minister for National Security Affairs, Hakim al Deiri (Dia al Din al Omar) as General Security Services (GSS) Director of Latakia Province and Muhammad Taha al Ahmad as Deputy Foreign Minister for Arab Affairs. Also this week a meeting with leading commanders of SNA was held nearby Serekaniye. They discussed about integration of different SNA groups in the new Syrian army, without requiring them to reform or restructure their forces. This brings important questions for the future of the M4 strip area between Serekaniye and Gire Spi, occupied by Turkish proxies since 2019. Thousands of families are waiting to return to their homes after they were expelled by the Turkish military operations more than 5 years ago.

# PKK CEASING ACTIVITIES

After a two day congress held in Irak, PKK announced that it will cease activities under such name and that the organization will disband. This statement follows the call of their imprisoned leader, Abdullah Öcalan, calling for a peace process and the resolution of the Kurdish question over political means. Turkish state welcomed the statement, but announced that it will continue its ground military operations on areas under control of PKK. Turkish President Erdoğan made declarations calling for the process of dissolution and disarmament to also involve the Syrian and European branches of the organization.

Mazloum Abdi, head of SDF, welcomed the announcement of PKK describing it as a “historic and courageous” decision, marking what he called a pivotal moment for politics and peace in the Middle East. “The PKK’s decision to dismantle its organizational structure, end the armed struggle, and adopt democratic politics based on the call of leader Abdullah Öcalan is commendable. We are confident this step will pave the way for a new phase of politics and peace in the region.”

# EVALUATION

For more than six and a half months we have been reporting about the ongoing situation on Syria, with special focus on the development of the revolutionary process of north-East Syria. The region has been experiencing deep political changes and transformations, that we try to analyze combining the information that gets published with our experiences and sources on the ground.

We reached a point were this task is getting heavier for us, not being able to fully grasp the meaning of the unfolding events. In these circumstances, we consider it appropriate to re-evaluate our tasks and our role as anarchists in north-east Syria. We want to provide accurate evaluations, in line with our political perspectives and coherent with the principles of critical solidarity that characterize our vision of internationalism.

The implications of what we are witnessing stretches beyond what we expected. We need to be careful about what we share with you all, and we will need some time to reflect what is happening in the new Syria that is being made, what implications does it have for Kurdistan and for Middle east and how this will affect the rest of the world. Overall, we need to reflect what lessons we, as well as other revolutionary movements, can learn from this situation.

# CLASHES IN DRUZE REGIONS
After an audio of a druze sheik insulting prophet Mohamed spread in social networks, extremist sunni groups attacked checkpoints on druze areas, targetings druze self-defense forces as well as checkpoint of the General Security Services (GSS) of the Ministry of Defense. The audio was confirmed fake, but clashes escalated with dozens of deads and many injured. Druze leaders condemned the attacks, some blaming the transitional government and comparing it with the massacres in coastal areas.
Among those killed in clashes there is a leading figure of "men of dignity", the biggest local druze force, currently in negotiations with the provisional government to integrate forces in the new Syrian army. Several fighters of the GSS were also killed, as more forces were deployed in the region to deter further attacks against druze population. Delegetes of the provisional government held meetings with druze leaders to de-escalate the situation.

# ISRAELI BOMBING CAMPAGIN
With the tensions surrounding the clashes on Druze regions, Israel bombed some positions where clashes were taking place. They also launched a wider bombing campaign targeting military positions of the GSS. One of the bombs was dropped a few meters away of the presidential Palace in Damascus. Israel ministery of Defense declared that the bombing was a warning to stop the attacks against Druze population, announcing plans for further attacks and expansion of their military campaign if the provisional government doesn't protect minorities. Many military positions around Syria were targeted, destroying military infrastructure and injuring military personnel. Some Druze civilians were also killed in one of the bombings of Israel. Many governments strongly condemned the attacks of Israel, including UN delegates, denouncing how Israel interference is threatening the stability of Syria.

# STALLING OF THE NEGOTIATIONS WITH NES
No new steps were taken in the negotiations after the agreements of March 10 were signed by Mazlum Abdi and Ahmed al-Shara. The damascus government criticized the conference of Kurdish national unity, accusing it of an effort to create division and separatism. Calls of the DAANES for a federal Syria are not being listen to by the central government, that sees the efforts to sustain the self-government structures as a threat to their model of centralized government. GSS forces have been deploying in the suroundings of Tishreen dam, even if no clashes are taking place there since mid April. SDF is also increasing security in the region, building up tensions that can spark future conflicts.

# ISIS LEADER CAPTURED IN DEIR EZZOR
SDF captured a senior leader of the Islamic State (ISIS) in the eastern countryside of Deir ez-Zor, eastern Syria. The continued work to monitor and target high rank ISIS insurgents, with support of the international coalition. The arrested leader served as the head of an ISIS cell focused on extorting money from civilians. A large cache of weapons and ammunition was also captured during the operation.

# TURKEY BUILDING GAS PIPE IN IDLIB
The ministeries of energy of Syria and Turkey announced new agreements to provide energy to Syria. A new gas pipe is being build in Idlib, with promises to supply up to 6 million cubic liters of gas to power plans in Syria, with promises of a second pipe line also being build. A general framework agreement on energy cooperation between Syria and Turkey is expected to be signed soon.

# EVALUATION
The clashes in Suweida and the attacks on druze regions, south of Damascus, are a trigger warning for all minorities in Syria. The recent massacres against Alawites are still very present for many, especially for those who oppose the power grab of al-Shara. Maybe because of that, the central goverment seems to be reacting much faster that they did in the coastal regions, with rapid deployment of security forces to prevent a spiral of violence going out of control.

Kurdish areas are closely following the events, knowing that if this can happen to the Alawites and the Druze, the Kurds may be next. These incidents may affect the negotiations about integration of SDF in the new Syrian army, because if the transitional government can't prevent attacks on minorities, autonomous means of self-defense are the only way to ensure security. The tensions are also to be noticed in Tishreen dam, where military presence is building up in both sides of the river.

The Israeli attacks are using the incidents in Druze regions as an excuse to promote their agenda, destroying military infrastructure and justifying their armed operations in Syria. Turkey is among the strongest voices against the Israeli attacks, fueling tensions between the two major competing powers for influence in the region.

For someone with a hammer, everything looks like a nail. Syria has been drowning in war for over a decade, with military force being the dominant force that shaped the present. It is not easy to escape that spiral of violence, and even after the regime has fallen, demilitarization of a conflict is a very complicated process.

Looking at the rest of the world, at how many states are racing to increase their military budgets to unseen levels, it is more clear every day that we are moving globally towards war. This is not something we wanted to see, but we also have a responsibility to understand what is happening around us and react to it. We need to be ready for what is comming, and start working today to build the means of resistance that we will need tomorrow. When the war starts, it is often to late, and only those who are ready to face the challenges that arise can bring their proposals on the table.

# KURDISH UNITY CONFERENCE
The DAANES and SDF have been strengthening their diplomatic position, meeting with delegations from Germany, France and US. In a major step towards Kurdish political unity, more than 400 delegates from Northern, Southern and Western Kurdistan gathered in Qamişlo for the Rojava Kurdish Unity and Common Stance Conference. The final declaration, read out by Foza Yûsif of PYD and Mihemed Ismail of ENKS affirmed "a shared view and position based on a multi-ethnic, multi-religious, and multicultural identity, committed to international human rights conventions, protecting women's freedom and rights, ensuring their effective participation in political, social, and military institutions, guaranteeing the constitutional rights of the Kurds, and achieving a fair and comprehensive solution to the Kurdish issue within the framework of a united Syria."

The following day, the new Syrian regime accused the SDF of violating the terms of the agreement between Mazlûm Abdî and Ahmed al Sharaa, by promoting federalism and establishing a de facto separate reality on the ground, against the spirit of that agreement.

# SYRIAN-INTERNATIONAL RELATIONS
Representatives of the new Syrian regime continue establishing ties with countries around the world. A shipment of wheat arrived in Latkiya, reportedly of Russian origin, the first shipment since the fall of the Assad regime. Al-Sharaa met with Iraqi government officials, discussing reopening the al Tanf border crossing, securing their border, the possibility of rehabilitating the Iraq-Syria oil pipeline to Syrian ports on the Mediterranean, and trade. Trucks began delivering grain to Syria from Iraq this week. South Korea & the Yemeni government will open embassies with Syria (a reversal of former Assad regime's ties with North Korea and Houthi rebels, who ran the Yemeni embassy in Damascus under Assad). Syrian Foreign Minister Asaad al-Shaibani raised new Syrian flag at the UN in New York. The IMF is discussing how they will "help" Syria to recover economically.

UK removed several sanctions on Syria, including Defense and Interior Ministries, following other EU and US sanctions which have been removed, but many sanctions remain in place. The US have issued 8 demands to the Al Sharaa regime in order to waive further sanctions for 2 years, including a public ban on any Palestinian political activity, proscribing the Iranian IRGC as a terrorist organisation, and allowing unilateral US military action on Syrian territory. Perhaps in a gesture towards these demands, the regime arrested 2 leaders of al Quds Brigades, the military wing of the Palestinian Islamic Jihad Movement. However, the Syrian regime expressed disagreement over these demands as infringing on Syrian sovereignty.

# SYRIAN GOVERNMENT CONSOLIDATING STATE AMIDST OPPOSITION FORCES
In the coastal region, an Alawite force has been created under Rami Makhlouf, cousin of former dictator Bashar al-Assad; they claim to be only for protecting the people and call for international forces, especially Russia, to support them. Meanwhile a new Sunni-Jihadist group, Saraya Ansar al Sunnah, ideologically very close to IS, began carrying out killings of Alawites allegedly connected to the old regime. They do not accept the transitional government and are open to collaboration with IS; they also say they will attack the Druze in the south. In Der ez Zor countryside, attacks against SDF continue; ISIS has claimed several in the past 2 weeks, though not all.

Against this, and the fragile truces negotiated with SNA and SDF, the new regime is seeking to extend its presence throughout the country. The Interior Ministry seized a large shipment of weapons allegedly bound for Suweyda, amid operations seeking to crack down on weapon proliferation in the Druze south. In Aleppo governorate, a former commander of al Nusra Front, Abdul Rahman Salama, was appointed deputy supervisor of Afrin, Azaz, al Bab, Jarablus and Manbij, as part of the provinces plan to intensify administrative presence in the area.

# COMMEMORATION OF 1915 ARMENIAN GENOCIDE
This week marked 110 years since the beginning of the Genocide of the Armenians in the Ottoman Empire, which went on to target Syriacs, Assyrians and Chaldeans. In the forced displacement, during which around 1.5 million Armenians and up to 500,000 Syriacs, Assyrians and Chaldeans were killed, almost all of the Armenians of modern-day Turkey were force-marched hundreds of kilometers to the deserts of Syria. Many Armenians in Syria are descendents of those surivivors. Commemorations of the genocide were held in different towns and cities in North-East Syria, where the actions of modern-day Turkey in Syria and Artsakh were condemned as a continuation of the genocidal policies of the Ottoman Empire.

# REFLECTIONS

The complicated tangle of overlapping interests in Syria and the region are continuing to change, as various states and bodies seek to press their advantage after the fall of Assad. The new regime in Syria is seeking to consolidate its position, amid the contradictory demands of states near and far. Iran is trying to salvage some of their tattered influence in Syria and Lebanon, but are under great pressure from the US, who simultaneously make heavy demands and not-so-discreetly threaten war. Israel is trying to prevent the emergence of a strong Syria, or the growth of Turkish influence. Turkey is trying to reach its fingers into every aspect of the newly emerging state.

The US is trying to mediate the conflicting interests of Turkey and Israel, aiming to avoid open conflict between them, while seeking to find an arrangement of the new Syria that suits them. The US seems to be supporting a large role for Turkey in the rebuilding of Syria, while trying to ease Israel's concerns about their perceived threats. This is reflected in the Americans' demands of the Syrian regime in exchange for sanctions relief, notably in the banning of all Palestinian factions in the country. While the new government sees this as an infringement on Syrian sovereignty, their arrest of Palestinian militia leaders suggests an amount of willingness to accomodate these demands.

In the face of all of this, al Sharaa is seeking new relations with many countries around the world, trying to get support from anyone who will give it. Their vision of sovereignty is heavily based on a strongly centralized model, and for all their claims that the new Syria will guarantee the rights of all citizens, regardless of ethnicity or confession, we know that the strongest guarantees of the rights and existence of any community are their autonomy and capacity for self-defense. The presence of DAANES and SDF at the negotiation tables today gives proof to that truth, as it is only through their assertion through self-defense and self-organization that they forced other parties to acknowledge the peoples of North East Syria and engage with them.

Of course, it is a well known tactic of imperial powers to divide their targets, to use minorities in order to divide and weaken a country, making it susceptible to their influence and aggression. Various countries in the region see a partition of Syria to their benefit, and are doing what they can to that end. The proposals of SDF and the Kurdish Liberation Movement in NES represent an alternative to such divisive tactics of imperialists and aggressors.

A truly pluralistic and confederal Syria, wherein each people takes its place with its own colour in a confederal unity, offers a hopeful path. It can bring an end to the sectarian strife so often fueled and weaponized by those powers who see in Syria only pawns for their geopolitical games and resources to plunder. It remains to be seen if al Jolani's new regime will recognize the truth of this, or will sacrifice the Syrian peoples to foreign interests in order to secure his power.

# HAWL CAMP OPERATIONS
SDF and Asayish carry through search and sweep operations to identify ISIS sleeper cells in Hawl camp, capturing 16 ISIS members so far. Co-ordinations with Syrian and Iraqi governments to return displaced persons to their homes are ongoing. Jihan Hannan, Co-Director of Hawl Camp warns: “The real danger lies in the radical ideas carried by children and women who have become victims of ISIS,”, rather than the presence of weapons and individual ISIS fighters.

# ALLEGED COUP ATTEMPT OF FORMER SYRIAN REGIME THWARTED
According to Syrian Interior Minister Anas Khattab, government forces intercepted what was described as an attempted coup allegedly planned by former regime officers targeting the transitional leadership of President Ahmad al-Shara. The ministry attributed the disruption to improved intelligence and coordination with defense and security agencies, although details such as timing and the involvement of specific individuals remain unclear. The incident highlights ongoing internal tensions amid Syria’s evolving political landscape and the confident and capable face the transitional government wants to project while at the same time facing no shortage of external as well as internal enemies.

# REFUGEES RETURN TO SYRIA
Turkey reports that 175,512 Syrian refugees returned already from Turkey to Syria since the fall of Assad. According to UNHCR 400,000 Syrians have returned from neighboring countries since the fall of the Assad regime. In addition more than 1 million internally displaced people (IDPs) within Syria have also returned to their homes.

# DISPLACED FAMILIES RETURN TO HOMES IN DEIR EZ-ZOR
Several families moved back to Deir ez-Zor in the course of a program by AANES to let IDPs voluntarily return to their places of origin.

# US AIMS TO HALVE ITS TROOPS IN NES
Statement was made on April 18 from Chief Pentagon Spokesman Sean Parnell to bring the U.S. footprint in Syria down to less than a thousand U.S. forces in the coming months. Rather than being called a "withdrawal" they use the language of "consolidation". While there has been long standing tensions between Trump and Pentagon on this issue, to the point where his first Defense secretary Jim Mattis resigned in protest, the current policies seems to split the difference between vulgar rants on X and US self serving interests abroad.
The statement ends with a call on the international community to repatriate their nationals and that US still has significant capabilities in the region with a continuous ability to adjust.

# AL-SHARA CONTINUES DIPLOMATIC VISITS ABROAD
Ahmad Al-Shara and Iraqi Prime Minister Mohammed Shia Al-Sudani held their first known meeting since the HTS takeover in Damascus, discussing joint border security and economic cooperation. Iraqi officials emphasized the need for a comprehensive political process in Syria and highlighted the importance of protecting its diverse social and religious fabric while countering threats like ISIS.

# PLATFORM FOR UNITY OF KURDISH WOMEN
Representatives of 24 women organizations from all four parts of Kurdistan founded the Platform for Untiy of Kurdish Women in Sulaymanya aiming to strengthen national unity of women of Kurdistan as a precondition to peace.

# YEZIDI NEW YEAR
This year's celebrations of Red Wednesday, the Yezidi New Year, emphasized themes of resilience, freedom, and the importance of cultural preservation in the wake of years of marginalization and violence. In Dokar village the holiday with its traditional symbolism of rebirth and the arrival of spring was attended by many.

# END FOR WATER CRISIS IN SIGHT?
Renewed political coordination between SDF and the Syrian transitional government gives a glimpse of hope to stabilise new sources of water for the residents of NES. Alouk Water Station in Ras al-Ain (Sere Kaniye) might be turned operational again also for NES use, after Turkish occupation and war led to depriving of NES from this source as well as its shutdown in 2023.

# GERMANY STOPS EXPORT OF EUROFIGHTERS TO TURKEY
According to a media report, the German government is blocking the delivery of about three dozen Eurofighter jets to Turkey. A key reason for this decision is the arrest of Ekrem Imamoğlu, the ousted mayor of Istanbul, which has drawn sharp criticism of President Erdoğan from German officials. They describe the situation as an "attack on Turkish democracy," justifying the halt of the arms deal.

# MAY 1ST COMMITTEE ZURICH INVITES ÖCALAN TO BE MAIN SPEAKER
The committee sent a letter to Imrali inviting Ocalan,to at least be symbolically at a distance the main speaker in this year's May First in Zurich.

# ANALYSIS

Operations in Al Hawl camp highlight the global consequences of colonization in so-called Middle east and Asia. Emergence of modern radical Islamist movements is directly connected to military and political strategy of global state powers in recent decades.
ISIS is no exception. Its criticisms of capitalism and western imperialism came with a brutal program of rape and genocide in war-torn Syria and Iraq. There was not much else that could be done than defeating ISIS militarily, and SDF succeeded in that. However, military victory did not resolve the problems that gave birth to ISIS in the first place. In his Manifesto for Democratic Civilization, Abdullah Öcalan observed:
"Even if we could win multiple victories with armies as mighty as those of Alexander, it would most certainly not be the victory of freedom. Military victories cannot bring freedom; they bring slavery; they can only be valued when won in defense of self, friends, and comrades. On the contrary, I find defending myself against such victories as necessary as defending myself against power itself. If I had my own armies, I would consider defending myself against their victories as the greatest struggle."

We can see this reflection in the current situation of ISIS in Syria. Incredibly valuable and necessary military defeat of ISIS did not erase the ideas on which the Caliphate stood. Today, Al Hawl camp shows us the value of continued struggle in the social sphere of education, rehabilitation and reconciliation. The same reflection can bring us to think about the defense of the revolution in the current political turmoil of Syria and its surroundings: it is not the military capacity which is the greatest or most important strength of this revolution. Its ideas are that strength.

And still, war continues to loom over Syria. With US troops reducing their numbers and possibly withdrawing in the future, ISIS doubling down on underground activities, Israel and Turkey dividing spheres of influence, rising tensions in the overall region and a fragile pause in fighting in the Northeast of Syria, the search for a political solution and way forward can crash against many dead ends. Nevertheless, current agreements, meetings and other developments give the self-defense forces of the revolution a much-needed break. Another round of escalation might not be too far away.

# ANALYSIS

As the spring arrives, the celebrations of Newroz light the fire of resistance. This is a time of hope for the Kurdish people. The message of Abdullah Öcalan sparked expectations for a peace process and a possible road map for a democratization of Turkey. This also echoes in Syria, with renewed negotiations petween PYD and ENKS to make a joint Kurdish delegation to negotiate with Damascus. It seems that the years of denial of the Kurdish identiy, of assimilation and ocupation, may be reaching its end. The resistance of the Kurdish people against colonization, against the borders imposed by European colonizers in Middle East after the World war, against the assimilation and genocidal policies, seems to be growing ripe. But what does this mean at the end of the first quarter of the 21st century? The creation of a Kurdish state, dream of many Kurdish resistance movements from the last century, seems not possible in the current world order. In any case, the Abdullah Öcalan's proposal of Democratic Nation is also rejecting such path, deeply questioning the role of nation-states and their capacity to build a free life and a democratic society.

The negotiations with the provisional government of Damascus, when analyzed with an anarchist perspective, seem very discouraging. The new draft of the Syrian constitution is far away from the revolutionary dreams that brought us to Rojava. However, it is worth to not hurry with conclusions.
Many political organizations criticized the proposed constitutional draft, with strong opposition from the institutions of the DAANES as well as from the Druze community. The current political agreements and positions will influence all involved actors. From all years of civil war in Syria it can be expected that hegemonic state forces will use all opportunities to create more strife and chaos. It opens doors for them to step in, assert themselves as legitimate players and pursue their goals. The negotiations between SDF and the Provisional government can be considered with that reality in mind. Revolutionary Northeastern Syria asserts itself in all fields possible and shows itself as a legitimate and viable political actor. It takes the image of revolutionary system here far beyond the "allies who defeated ISIS", towards being seen as a model and a system to be implemented, or at least to be reckoned with. We also should distinguish political talks from ideological lines. ENKS-PYD agreement is a good example of that. This brings us to one of the lessons we as anarchists can find here. We observe that a revolutionary movement needs to have capacity of bringing various political actors to contribute to the liberatory changes. Skillful diplomacy of DAANES and SDF is a good example of this effort.

In the past we shared reflections on the challanges that HTS will face to assert itself as the new government of Syria. The recent wave of insurgency that shaked Latakia may be the extreme example of that. The occupations of Turkey in the north and Israel in the south, the unrest in Deir Ezzor, the claims for decentralization by the Druze community in the south and the Kurds in the north, are just examples of the challenges that the post-Assad Syria is facing. The DAANES is a proof of how a decentralized system in Syria is not only possible but necessary. Still, HTS will try to hold their grip on the newly captured central power in Damascus, navigating a dangerous balance of forces that can easily derail. If the diplomacy can't reach satisfactory solutions for all relevant actors, we know how easily (and how a fast) the tensions can escalate to new armed conflicts.

It is good to remember that the estimations of fighters of HTS before the offensive against the regime varied between 10.000 and 30.000 soldiers. At that time, the numbers of SNA were estimated between 30.000 and 80.000, while SDF is ranging between 100.000 and 120.000. In theory, all the main military forces in Syria agree that it is time for peace, to work together to rebuild Syria. To reach cohesive agreements means that all sides also need to make concessions. Assad is gone, and the future of Syria needs to be built on consensus and popular unity, including all the people in Syria and with the memory of all those who gave their life to make this day possible.

We also know that happy endings are just for movies. Life goes on and the struggle has to go on. We need to use the time we have to be ready for what will come tomorrow. We have a revolution to defend and we have a fight to win. We can't simply wait and expect that things will play out as we wish. We need to make sure that the achievments of the revolution and the lessons learned here help us in the next battles to come.

# NEWROZ PIROZ BE!

This week all Kurdistan went to the streets for Newroz, the new year celebrations for many peoples in West and Central Asia, Caucasus and Balkans. It has a very significant meaning of resistance for Kurdish people. Throughout northern Syria big celebrations were organized by the DAANES, with music, political speeches and other cultural events. Many political and social organizations made statements to celebrate Newroz and to celebrate the achievements of the Kurdish liberation movement, as well as the revolutionary steps taken this year, and the recent statement of Abdullah Öcalan invigorated the celebrations.

# NEXT STEPS ON THE AGREEMENTS SIGNED BY ABDI-SHARA'A

Following the agreements of cooperation signed by Mazlum Abdi and Ahmed al-Shara'a, the provisional goverment formed a committee to coordinate its implementation. Alongside discussions about the integration of SDF into the Ministry of defense and other topics related to security and military affairs, steps are also been taken in civilian affairs. UNICEF mediated a discussion between the DAANES and the Ministry of Education to develop a fair and accessible process for students across the region, mainly concerning Syrian universities and mechanisms for conducting secondary and preparatory certificate exams. Discussions about oil and gas fields and electricity plants are also taking place, with the Syrian Minister of Electricity Omar Shaqrouq giving at a press conference about energy infrastructure repairs in northeast Syria. Rumors and alleged conditions of SDF and the transitional government about the integration of SDF in the new Syrian army are spreading on some social networks, but as terms are being discussed no official announcements have been made this week.

# AGREEMENTS BETWEEN PYD AND ENKS

Representants of PYD (Partiya Yekitiya Democratic - Democratic Union Party, leading political party of DAANES) and ENKS (Kurdish national union party, a party in Rojava that is closely connected to KRG and Turkey) held a meeting in Qamishlo with mediation of Mazlum Abdi and American officials. After the meeting both sides communicated they reached agreements to end the disputes between both organizations and to build a common delegation to negotiate with the Damascus provisional government. Both parties also expressed their common disagreement with the provisional consitution that was recently proposed by the provisional government, calling for a decentralized and federal Syria. They also stated that they will meet again after the celebrations of Newroz to continue negotiations.

#COASTAL INSURGENCE

Incidents continue in the coastal areas of the Latakia province that saw the recent wave of insurgency. Revenge killings and kidnappings have continued over the past week, even as coordinated insurgent attacks and extrajudicial sectarian killings by interim government forces have decreased. Alawite media have widely reported on instances of violence committed against the Alawite community by Sunnis and government forces. Several thousands, mostly Alawites, left their homes seeking shelter from the attacks in Lebanon. Near 10.000 found temporary shelter in the Russian base at Hmeimim, but after the tensions lowered, Russian military personal urged them to leave the military base.

# CLASHES IN LEBANESE BORDER

After a confusing incident on the border between Syria and Lebanon where some Syrians were killed, clashes took place. Forces of HTS connected to the Syrian Ministry of Defense (MoD) launched a raid into Lebanese territory, taking control of one small border town. The Lebanese army engaged in clashes, allegedly against smugglers or tribal armed groups. HTS-linked media blame Hezbollah for the incidents, but Hezbollah denied involvment. Over the week, clashes continued on and off, with discussions ongoing between Lebanese goverment and Syrian provisional government to secure the border and stop the clashes. Allegedly, Hezbollah used the tensions and confusion to launch raids on Syrian territory.

# DEIR EZZOR INSURGENCY

Soldiers of the MoD launched several raids in the Deir Ezzor region, in areas under control of the provisional government. The raids followed a wave of insurgency and attacks against military points of the MoD, allegedly by smuggling networks and militias aligned with Hezbollah or with Iran. It seems there is no direct relation between the insurgency in Deir Ezzor and the insurgency in coastal areas, but in both cases Assad loyalist elements seem to be involved in one way or another.

# HALT ON TURKISH ATTACKS?

On Sunday 16th of March a Turkish drone attacked a family home in the Kobane countryside killing both parents and 7 children, with only two children surviving with serious injuries. Many protests denouncing the attack took place all across north-east Syria. Two days after the massacre, the attacks of SNA and the Turkish army slowed down to a point that in the last days, no new attacks are reported. This pause could be a temporary phenomenon, but it comes against the backdrop of the SDF-Syrian provisional government talks. Turkey and the SNA appeared to halt attacks on March 19, which was the same day that the Syrian interim government met with the SDF at al Shaddadi base in Hasakah Province to continue negotiations over the SDF’s integration into the Syrian army.

# ISRAEL ATTACKS

Israel continued its attacks on Syrian military positions, further advancing their occupation in southern Syria. Some airstrikes are claimed to be targeting military installations in southern Syria, which were allegedly being repurposed by military personal, and becoming a potential threat to Israel. Military occupation forces entered several new villages of the Quneitra region. Besides the expansion of the military occupation, they launched airstrikes next to the Lebanese border, allegedly targeting Hezbollah militias. The Israeli air force also bombed the Palmyra military airport in central Syria in several raids.

# Signature of an agreement SDF - Provisional Government

On Monday, March 10, SDF commander Mazloum Abdi and Syrian President Ahmad al-Shar’a sign an agreement formalizing what was already discussed and confirming cooperation towards a shared security framework. It ensures Kurdish political rights and paves the way for integration of major institutions. DAANES institutions back the agreement gladly, hoping that it will put an end to the different conflicts like the clashes erupted on the coast, will safeguard rights of Kurds, and will enable the return of IDPs and refugees to Afrin and other occupied territories. In the following days, the UN and relevant international state actors, such as Gulf states, European states, and US welcomed the SDF-Syrian government agreement.

# Aftermatch of Coastal insurgence

After few days of coordinated insurgent attacks on the coastal region of Latakia, the stronghold of Assad loyalists, forces of the Ministry of Defense (MoD) are, more or less,in control of the situation. Several insurgents had been killed or arrested in wide security operations, as well as several fighters linked to the MoD, mostly caught in ambushes by the insurgents. Many civilians, mostly Alawite population, have been killed or forced to flee looking for shelter in the Russian military base. Security operations continue, combing the insurgent areas. Insurgent attacks, even if not in the scale that they had been, also continue. Interim president al-Shara made declaration briefly acknowledged accusations of extrajudicial killings by HTS-led forces and promised that those who “exceeded the powers of the state” will be held accountable. Shara also appointed two Alawites and several competent, professional judges to a committee to investigate the crimes committed by government troops.

# Provisional Constitution of Syria

Interim Syrian President Ahmed al-Shara signed a provisional constitution on March 13, claiming to initiate a five-year transition period. The document is based on Islamic jurisprudence, remarking that the president of Syria must be Muslim. The constitution defends the freedoms of opinion, expression, information, publication and press, also defends religious freedom. The Constitutional Committee emphasized that the document ensures a separation of powers between the legislative, executive, and judicial branches. However, it ensures a lot of powers to the president, who will appoint a third of the "Peoples Assembly" and select a committee that will appoint the other two thirds. The president will also select the seven members of the Supreme Constitutional Court, also have right to declare state of emergency with the approval of the National Security Council, formed by the minsters of Defense, Interior, Intelligence and Foreign affairs. This grants al-Shara a massive influence over the formation and direction of the Syrian state. The SDC and other institutions of the DAANES, including the opposition party of ENKS, made declarations rejecting this constitution and denouncing how it perpetuates the presidential model of the Assad regime, not reflecting the plurality of Syria. Druze authorities also made declarations in the same direction.

# Turkey continue on the offensive

After the agreement between Mazlum Abdi and Ahmed al-Shara, there was a question of how much this implies the end of hostilities between SNA and SDF. But clearly nothing really changed on the ground. Turkey continued their attacks with planes and drones over the Eufrates region around Tishreen dam, were the civilian protests still ongoing. There have been renewed attacks with heavy weapons on differnet points of the M4 like Til Temir and Ain Issa frontlines. Turkish foreign minister made declarations declaring that will monitor closely the implementations of the agreements with SDF, calling to make no concessions for any attempt of self-administration.

# Continuing repatriations from Al-Hol camp to Iraq

After Iraq halted repatriations from Iraqi citizens in al-Hol camp for a short period, and following coordinated efforts between DANNES and the Iraqi state, more than 600 Iraqi former arrested had been allowed to return to Iraq. This also comes after The provisional government announced that they are ready to take control of the ISIS prisons currently under control of SDF.

# Points of agreement signed by SDF and the provisional government:

Political Participation – Full representation and rights for all Syrian communities, including Kurds, in state institutions based on merit rather than sectarian or ethnic background.
Kurdish Rights – Recognition of the Kurdish community as an integral part of Syria, ensuring constitutional rights and citizenship protections.
Security and Stability – A ceasefire across Syrian territories, aiming to reduce hostilities and facilitate political dialogue.
Institutional Integration – The merging of all civil and military institutions in northeast Syria into the national framework, including border crossings, airports, and energy resources.
Refugee Return – Guarantees for the safe return of displaced Syrians to their homes under government protection.
Sovereignty Protection – Joint efforts to counter external threats, including armed groups and foreign interventions that destabilize Syria.
Combating Extremism – Enhanced cooperation in counterterrorism efforts against ISIS and other extremist factions.
Ending Division and Sectarian Rhetoric – Rejecting hate speech and ensuring national reconciliation.

# Evaluation

The recent agreement between Mazlum Abdi and Ahmed al-Shara, happening at the same time than the massacres against Alawite population, leaves a bitter taste. The agreement brings nothing new, nothing more than what was already discussed. It is the formalization on paper to reach common agreements for Syria. It takes a step to make sure that no national-scale decisions and talks are made without people of northeastern Syria. Still, it is hard to see the future of the revolution through the large scale moves of state-level diplomacy.

At the same time, we need to ask ourselves: what would we like to see? What is the alternative? What could be done in this situation? Is there any better way to proceed, something that aligns better with anarchists values and respects the will and the needs of the people of north-east Syria? Honestly, these are very difficult questions.

We need to reflect what all this means. What it means for the people here, wearied by war, with the Turkish threats of a full scale invasion still looming? What it means for the revolution, with the collapse of the Assad regime but with a new authotitarian goverment rising over the same structures of nation-state? And also what it means for us, revolutionary anarchists who committed to support and defend this revolution?

In comparison with everything around it and beyond, NE Syria is clearly the most exciting political proposal in the region. Can it survive the war, the lack of resources, the attacks from all sides, the cooptation Can it avoid collapse and annihilation? Can people defend what they fought and died for, and live their lives in dignity? Time is desperately needed to ensure positive answers to these questions. And the moves we see in past weeks do buy the revolution some time. What we are trying to do here defies th logic of capitalist modernity, and this is not an easy thing to do. And as every revolution, whatever happens will bring lessons for the next ones to come.

First of all, we want to share a self-criticism for not sharing our weekly update last week. We included some relevant events from past week in the present update. A combination of technical difficulties, shortcomings in coordination and other relevant works prevented us from curating a coherent update to share last week. We consider this task an important work to do. We value the trust you give us by following our channels, and we want to keep up with the commitments we agreed. Nevertheless, we are not professional journalists or analysts, and have limited capacities and resources. We are revolutionary anarchist militants keeping up with the duties we committed to: support, defend and expand the revolutionary developments achieved in northeastern Syria.

About the situation on the ground, as the recent escalation in Latakia region unfolds, the military forces of the transitional government are reacting as everyone expected them to do. The Salafist elements of HTS together with other Islamist militias of SNA are massacring Alawite people and inciting ethnic hate and revenge. Al-Sharaa's measured declarations to simulate control of the situation are just a performance. Nevertheless, his recent statements about conspiracies and plans to sow discord and instability in Syria, may have some foundations besides just diverting public attention. Russian elements have been negotiating with the transitional government, but they probably kept connections with what remains of the military of the ousted regime. The scale and coordination of the attacks may suggest some external support for the insurgents. The fast reaction of Russian army providing aid and humanitarian support to displaced Alawites is an indicator that they have clear interest to keep presence in the region, working to gain support from the local population. How much are they offering a solution to the problem they themselves created is a matter of speculation for now.

In any case, this escalation of tensions can lead to clashes even in other regions. Different forces in opposition the new government might find an opportunity to challenge their rule, pushing back to gain better positions in these moments of chaos. Also other Islamist groups may use this situation to incite hate and push for further escalation to advance their agendas. As we write these lines, we are following reports on attacks being repelled by security forces in Sheikh Maqsoud, the Kurdish neighborhood in the city of Aleppo.

In the geopolitical board, the "power vacuum" of Syria is clearly unleashing waves that will influence the region for decades to come. Turkey in the north and Israel in the south are trying to use this situation to expand their influence, entering in a race for hegemony in Middle east that is now being played in Syria. This creates and interesting contradiction for US, since Turkey being a NATO member will oblige them to defend Turkish forces in case of conflict with Israel. But we all know that in such a conflict US will align with Israel and not with Turkey, questioning the value of the whole NATO alliance. Such a situation still far away from taking place, but it is probably what Russia would like to see, and their presence in Syria is not over yet. How all those things will play out, especially now with a narcissitic clown in the White house, is still unknown.

But going back to the ground level, while those terrible massacres are happening on the Syrian coast and another escalation of Syrian civil war is looming over us, the celebrations of 8 of March brought the women of northeastern Syria out to the streets from Heseke to Raqqa, From Qamishlo to Deir Ezzor. Women's Protection Units (YPJ) held a military ceremony and reaffirmed its resolve to build democratic Syria with the commitment to the principle of "Woman, Life, Freedom". Women, the leading force behind revolution of northeastern Syria, are and will be in the forefront of unfolding events in Syria and elsewhere - including the resistance of Tishreen dam which, as we speak, holds strong and doesn't let Turkish army and their proxies pass to the other shore of the Euphrates.

# Uprisings in coastal areas

In the last days, a new wave of insurgent attacks against the military forces of HTS spread around Latakia, near the strongholds of the ousted Assad regime. The situation spiraled out of control, with protests and massacres taking place. The new Syrian army is undertaking the biggest security operation of their short history, with newly created units deployed to secure the area. Insurgent cells set up ambushes and small attacks on several checkpoints, and Alawites are organizing protests to denounce the brutalities they suffer. The Syrian Observatory for Human Rights is reporting over a 1000 killed in the ongoing clashes. Some Islamist groups linked to the SNA, not yet integrated in the new Syrian Army, are also deploying in the region. Videos of massacres against Alawite population are spreading in social media while many actors, from the DAANES to the UN, call for an end of hostilities. The transitional government forces are now in control of the main populated regions of Latakia, but in rural areas insurgency attacks and security operations continue. Senior officers of the ousted regime are being captured, others are leading insurgent groups and calling for negotiations with the government. The group called "Syrian popular resistance" claimed some of the attacks against government forces, but even if several attacks are coordinated at the same time it seems unlikely that there is any unified insurgent organization. Transitional government forces also deployed alongside Lebanon border to prevent Hezbollah to support the insurgency, despite Hezbollah stating they have nothing to do with it. A brutal response from security forces, targeting not just the insurgent groups but the Alawite population in general, will probably spark more resentment fueling further escalation.

# No government transition after the "National dialog conference"

On February 24th a 2-day conference was held in the presidential palace of Damascus, with more than 500 people invited to attend. Nevertheless, the invitations were sent less than 48 before the event, making any meaningful participation quite difficult. The invited delegates were mostly figures close to HTS and there was an absence of representation from women, minorities and other political forces. At the end of the conference a final statement was shared, echoing the already announced goals of the transitional government. The conference became a process to legitimize a constitutional committee that will write a provisional constitution for Syria that will need to be approved by the provisional president of Syria Ahmed al-Sharaa. An interim legislative council will assume temporary legislative duties until elections will be held for a permanent legislature. Al-Sharaa implied that the interim government would be responsible to appoint the members of these two bodies.

# Alternative national dialogue conference in Raqqa

Political entities of Northeast Syria not invited to the "National dialog conference", organized an alternative conference in Raqqa. More than 300 representatives of ethnic minorities and political forces not invited to the conference in Damascus joined this alternative conference, calling for a decentralized and democratic Syria. The conference's final statement calls to apply the system of democratic autonomy of northeastern Syria as a model to build a pluralistic and democratic country.

# Statement of Öcalan

At the end of February the delegation that visited Abdullah Ocalan shared a statement calling for a peace process in Turkey. The statement called the PKK to lay down weapons and organize a congress to dissolve the Party. The next day PKK central committee shared a statement welcoming the call of Ocalan and declaring a unilateral ceasefire, urging the Turkish state to initiate a process of democratization needed for peace negotiations to happen. They also called for the liberation of Ocalan, pointing out that only he can lead a congress where PKK can take such important decisions as laying down weapons and dissolving itself, putting the ball in Turkey's court. The AKP government announced that it will not negotiate with PKK.

# Reaction of SDF and PYD to Öcalan's announcement

Mazlum Abdi welcomed the message of Abdullah Ocalan and stated that the call for PKK to disarm doesn't apply to SDF, and that it will continue its work to defend the people of northeastern Syria against the military threats of Turkish forces. The spokesperson of PYD announced that “if the reasons for carrying weapons disappear, we will lay them down,” implying that the SDF will not disarm until Turkey and the Turkish-backed Syrian National Army (SNA) cease attacks on the SDF in northeastern Syria.

# Southern Syria and the Druze question

The situation in southern Syria was going on a path to normalization with the transitional government forces. "Men of dignity", the main Druze armed faction, together with other smaller groups, reached an agreement to establish Suwaydawi-led security forces under interim Syrian government control in Suwayda Province. The Druze militias and interim government agreed that local leaders and residents from Suwayda would comprise the province’s security units, although it is unclear if Suwaydawis will have a majority presence in the units or if the units will only be comprised of Suwaydawis. With this agreement HTS forces were allowed to deploy in the region that before they were not allowed to access. This came with the ongoing escalation of Israel aggression in the region, that has been using the protection of the Druze community as an excuse to legitimize their deployment and extension of the "security zone", building new military bases beyond their already occupied areas. IDF also conducted new ground operations to destroy military targets in further regions of southern Syria.

# Ongoing clashes in Euphrates region

Heavy clashes continue to take place in the western shore of the Eufrates river around Tishreen Dam and Qereqozah bridge. Turkish planes and drones had been targeting SDF positions together with continued attacks of heavy weapons, as new waves of Turkish proxies launched offensives against SDF positions. The civilian vigil that started on January 8th continues, with new convoys arriving every few days. HTS forces recently deployed forces in Jarablus, near the Euphrates river and next to the Turkish border, in convoys that arrived from Turkish territory into the border city.

# Preparations for the "national dialog conference"

The HTS aligned preparatory committee for the "national dialog conference" have been holding meetings in Damascus with delegates from different provinces of Syria. Anti-Kurdish statements had been made by the president of the committee, that made clear that neither SDF nor PYD will be invited to the "national dialog conference". The participation to those meetings has been therefore controlled by that committee, that made public statements after the meetings concerning the provinces of Raqqa, Hasakah and Deir Ezzor calling for the dissolution of SDF. A video was shared on social media allegedly showing an SDF/DAANES delegate being expelled from one of these sessions. ENKS, political rival of PYD and in opposition to SDF, also criticized the decisions of holding those meetings outside SDF controlled territories and with very limited scope of participation.

# Efforts to return Iraqi nationals from al-Hol camp

A new group of Iraqis sheltered in Hol Camp, hosting families captured in the campaign against the caliphate of ISIS, returned to their country. This process is part of the joint work by the Autonomous Administration and the Iraqi Parliament's Committee on Migration, Displacement and Community Reconciliation. The new group, which is the fifth to leave the camp since the beginning of 2025, consists of 618 people (167 families). The Iraqi administration will reportedly resettle these migrants, who have returned voluntarily, to Jeda Camp in Nineveh. Since 2022, 22 Iraqi groups have left Hol Camp and returned to their country.

# On economy and HTS unfulfilled promises

At a time when Syria’s economy is struggling with inflation, currency devaluation, and rising unemployment, a recent report issued by the Syrian Central Bank on the country’s general inflation rate of 2024 is questioned by several economists, dismissing the Central Bank’s numbers as inaccurate and unreliable.
The head of the Chamber of Industry in Damascus also criticized the Syrian provisional government for their unfulfilled promises to support the industrial sector and incentivize economy. After the fall of the Assad regime, 100,000 Syrians returned from the bordering countries. In a context where it is already hard to maintain the jobs of industrial workers, the lack of measures to answer the need of the newcomers will deepen the humanitarian and economical crisis already ongoing in Syria. On the other side, the announcement of the EU to lift the sanctions on energy, transport and banking on Monday 24th of February can bring important economical changes.

# Trade unions against Syrian government's decisions

The Syrian provisional government fired 400,000 workers connected to services and administration of the Syrian State. This was presented as part of a "government restructuring plan", at a time when Syria’s economy is struggling with inflation, currency devaluation, and rising unemployment. Damascus workers’ unions organized demonstrations to protest the decision, calling for a suspension of the dismissals and the creation of independent review committees to reassess the process.

# Tribal clashes growing in Deir Ezzor

Inhabitants of Deir ez zor are witnessing a surge in deadly clan clashes, increasing local insecurity and heightening residents’ fears, that already left nearly 20 dead and more than 100 injured by gunshots. Most of the victims are civilians uninvolved in the clashes. Community development initiatives promoting dialogue and reconciliation among tribes are unsuccessful, partly due to the fear of repression and increase of violence. Some civilians of the region recently called for “support from local and international organizations to motivate residents to work together”.

# HTS and the of Southern Operation Room

Banyan Hariri, commander of the Southern Operations Room and member of HTS since 2018, has been promoted to colonel and assigned as commander of the military forces in the region of Hawran. His forces from the Southern Operations Room are being merged an integrated under the Defense Ministry together with soldiers of the SAA who fought on the ranks the dissolved Assad regime. The region of Hawran include Daraa and Suweyda, neighboring with the occupied Golan heights and the newly expanded "security zone" of Israel. This process is also happening together with increased security operations of the provisional government against old regime loyalists and drug dealers.

# New military council in Suweyda

In Suweyda, the police command has been reactivated in coordination with the provisional government, and a similar process to resettle soldiers of the SAA started. After meeting with delegates from the provisional government, Druze leader Sheikh Hikmat al-Hajri declared that men from Suweyda joining the army will serve in their regions, and that those who don't want to join military service will continue their civilian lives. Allegedly, on February 22nd, a statement of a new military council of Suweyda was shared on social media, rejecting the integration of their forces in the ministry of defense of the HTS provisional government. We are not sure yet what this implies.

# Israel not-anymore-temporal security zone

Israel defense minister declared that two military posts on mount Hermon and 7 more in the newly occupied "extended buffer zone" will be permanent. Netanyahu called for a demilitarization of the southern Syria and Israel intentions to not allow military forces of HTS provisional government deploy on the areas south of Damascus. Netanyahu expressed concerns about the safety of the Druze community, stating that they won't tolerate threats against them.
