TJDear Maggie (5);<br> <br> Fifth "shot" and before the last of Maggie's series. This one in particular is interesting because I used a technique that I don't typically use; not much. This is the "super-resolution" technique.<br> In the past, I had a program to do this (I think it was called "PhotoAcute"). However, I learned later on how to do this directly in Photoshop. New versions of Photoshop do have such an option implemented, but I don't know how it works really. The goal of such technique, anyway, is to increase the resolution of an image almost to a double. Useful in case you'd be thinking of cropping the image in the end, but one has to take many shots to combine them together (which was done here). Hoerspielkritik.de<p><strong>Klandestines Sparen</strong></p><p><strong>Nicht auftragsgemäß: Wie die ARD-Sender das Hörspiel vernachlässigen</strong></p><p>„Der Auftrag bestimmt den Beitrag – nicht umgekehrt.“ So lautete eine der 10 Thesen, mit denen sich rund 50 Medienwissenschaftler Anfang September an die Öffentlichkeit wandten und sich zur<a href="http://zukunft-öffentlich-rechtliche.de/" rel="nofollow noopener" target="_blank"> Zukunft der öffentlich-rechtlichen Medien</a> positionierten. Eigentlich sollte es eine Selbstverständlichkeit sein, dass man das, was man für gesellschaftlich notwendig hält, mit den entsprechenden Mitteln ausstattet. Das gilt für jede öffentliche Investition, ob in Autobahnen oder Schulen, in Binnenhäfen oder Bibliotheken.</p><p><a href="https://hoerspielkritik.de/wp-content/uploads/2017/11/Spiegel_2017_41_Unheimliche-Macht_600.jpg" rel="nofollow noopener" target="_blank"></a>Doch diese Denke scheint den renditegetriebenen Unternehmen, die man früher Verlage nannte, fremd zu sein. Dort sieht man eine, nein <a href="http://www.spiegel.de/spiegel/print/index-2017-41.html" rel="nofollow noopener" target="_blank">„<em>Die</em> unheimliche Macht“</a> am Werk, nämlich den von „Zwangsgebühren“ alimentierten „Staatsfunk“, dessen Entelechie <a href="http://www.bdzv.de/fileadmin/bdzv_hauptseite/veranstaltungen/2017/zeitungskongress2017/assets/Rede_Dr._D%C3%B6pfner_Medienpolitik_Mitgliederversammlung.pdf" rel="nofollow noopener" target="_blank">nordkoreanische Verhältnisse (PDF)</a> sei. Stefan Niggemeier fasst die Debatte <a href="https://uebermedien.de/21304/mit-dieser-debatte-ist-kein-staat-zu-machen/" rel="nofollow noopener" target="_blank">hier</a> zusammen und sie setzt <a href="https://uebermedien.de/22443/mathias-doepfner-eroeffnet-dialog-mit-einer-luege/" rel="nofollow noopener" target="_blank">hier</a> fort. Wie effektiv dieses Framing funktioniert, hat Udo Stiehl <a href="https://udostiehl.wordpress.com/2017/09/26/staatsfunk-ein-organisierter-etikettenschwindel-per-framing/" rel="nofollow noopener" target="_blank">hier</a> beschrieben. Aber auch innerhalb der beitragsfinanzierten öffentlich-rechtlichen Rundfunkanstalten denkt man inzwischen lieber vom Geld her als vom Auftrag und beeilt sich, auf künftige Sparanstrengungen zur <a href="http://www.deutschlandradio.de/index.media.4b2a09a193ea6bf0f415668f3072e02d.pdf" rel="nofollow noopener" target="_blank">verweisen (PDF).</a> Man will etwa die Doppelstrukturen innerhalb der ARD abbauen, um den Betrieb effizienter zu machen, wo es doch eigentlich darum gehen sollte, das programmliche Profil zu schärfen.</p><p><strong>Immer weniger Sendeplätze</strong></p><p>Dabei wird im Bereich Hörspiel, wo der öffentlich-rechtliche Rundfunk ein Alleinstellungsmerkmal hat, schon seit längerem heftig gespart, doch erstaunlicherweise brüstet man sich damit nicht, im Gegenteil. Man hält seine Sparanstrengungen zwar nicht direkt geheim, man erzählt aber auch niemandem davon. Beim Mitteldeutschen Rundfunk (MDR) beispielsweise hat man bereits vor ein paar Jahren ganz klandestin die Kinderhörspielproduktion und den damit verbundenen Sendeplatz abgeschafft. Stattdessen sollte eine App programmiert werden, die Inhalte für Kinder online zur Verfügung stellt. Die App gibt es bis heute nicht. Aber der Kinderhörspielpreis des MDR-Rundfunkrats wird weiterhin <a href="http://www.mdr.de/mdr-rundfunkrat/preisverleihungen/ausschreibung-kinderjury-mdr-rundfunkrat-100.html" rel="nofollow noopener" target="_blank">ausgeschrieben</a>. Sendeplätze für die drei Preisträgerstücke müssen sich dann irgendwie irgendwo finden.</p><p>Das könnte in Zukunft noch schwieriger werden, denn ab dem nächsten Jahr wird beim Programm MDR Kultur einer der beiden Sendeplätze für das Erwachsenen-Hörspiel gestrichen – und zwar der Sonntagstermin um 18.00 Uhr. Stattdessen soll die vorgelagerte Magazinstrecke verlängert werden. Damit fällt nicht ‚nur‘ die Hälfte aller Termine weg, sondern automatisch sind damit auch noch alle Feiertagstermine gestrichen. Als Kompensation soll die Hörspielabteilung zwei schmal ausgestattete Hörspiele pro Jahr mehr machen dürfen. Man munkelt, dass dafür 30.000 Euro zu Verfügung gestellt werden sollen – dafür kann man gerade mal <a href="http://www.daserste.de/specials/ueber-uns/ueber-uns-sendeplatzprofile102.html" rel="nofollow noopener" target="_blank">zwei Minuten</a> (Fernseh-)„Tatort“ drehen oder viereinhalb Minuten einer Vorabendserie. Dass eine Drei-Länder-Anstalt nicht einmal Geld für eine einzige Hörspielneuproduktion pro Monat ausgeben will, ist ihr vielleicht doch ein bisschen peinlich. Das schafft ja sogar der Rundfunk Berlin-Brandenburg (RBB). Im Übrigen hat der MDR kürzlich seinen Webauftritt derart unübersichtlich umgestaltet, dass man das Hörspiel nun kaum noch finden kann. Ein Schelm, wer Böses dabei denkt.</p><p><strong>Ein Redakteur ohne Etat</strong></p> <a href="https://hoerspielkritik.de/wp-content/uploads/2017/11/Peter-Klein.jpg" rel="nofollow noopener" target="_blank"></a><p></p><p class="">Peter Klein. Bild: ORF.</p> <p>Beim Österreichischen Rundfunk (ORF) ist man schon einen Schritt weiter. Im Nachbarland hat die öffentlich-rechtliche Anstalt ihr Hörspielangebot bei der Kulturwelle Radio Österreich 1 (Ö1) schon seit dem 1. Mai dieses Jahres einfach mal halbiert und einen der beiden wöchentlichen Sendeplätze gestrichen. Besonders pikant ist, dass es Peter Klein, der Programmchef von Ö1 – einem laut offizieller ORF-Formulierung <a href="http://oe1.orf.at/artikel/626558" rel="nofollow noopener" target="_blank">„kulturellen Feinkostladen mit breitgefächertem Angebot“</a> – vorher selbst das Ressort „Literatur, Hörspiel und Feature“ leitete, das er jetzt so empfindlich beschnitten hat. Sein Argument: weil man nicht mehr teure ARD-Produktionen einkaufen müsse, könne man selbst mehr produzieren.</p><p>Wie der MDR veranstaltet auch der Südwestrundfunk (SWR) einen renommierten Radiowettbewerb, nämlich den Wettbewerb um den <a href="https://www.swr.de/swr2/hoerspiel-feature/karl-sczuka-preis/-/id=661194/did=13776964/nid=661194/1pnne8/index.html" rel="nofollow noopener" target="_blank">Karl-Sczuka-Preis</a> für Hörspiel als Radiokunst. Und wie dem MDR scheint auch dem SWR am Fundament eines solchen Wettbewerbs, nämlich der Präsenz in diesem Fall der Klangkunst im Programm, nicht so arg viel zu liegen. Denn der „Ars-Acustica“-Termin an jedem ersten Dienstag im Monat bei SWR 2 wird gerade kaputtgespart, das heißt, er wird, wie es im Anstaltssprech heißt, ab 2018 „unetatiert“ fortgesetzt. Beim vergleichbaren von Klaus Schöning begründeten „Studio Akustische Kunst“ des Westdeutschen Rundfunks (WDR) ist dieser Zustand bereits erreicht – da steht der Redakteur&nbsp; <del>längst ohne eigenen</del> mit minimalem Produktionsetat da. Und auch der traditionsreiche Titel des Sendeplatzes ist im WDR-Angebot nicht mehr aufzufinden. Stattdesse gibt es&nbsp; „WDR 3 open Sounds“.</p><p><strong>Selbstmord aus Angst vor dem Tod</strong></p><p>Die Förderung junger Talente mit kurzen Hörspielformen bis maximal 30 Minuten wird es beim SWR in der bisherigen Form auch nicht mehr geben. Ab dem nächsten Jahr entfällt nämlich der wöchentliche Hörspielsendeplatz am Dienstag um 19.20 Uhr. Mit einem Etat von fünfeinhalb „Tatort“-Minuten hat man für diesen Programmplatz 52 Sendungen im Jahr gemacht. In Zukunft soll es dort Podcast-Serien geben. Aber wenigstens im Netz findet man beim SWR das Hörspiel, auch wenn man des öfteren den Eindruck hat, dass hier jede einzelne Webseite mit dem Traktor ausgeliefert wird.</p><p>Am offensivsten kommuniziert man seine Sparbemühungen beim notorisch klammen Saarländischen Rundfunk (SR). Der verfügt schon seit 2014 nicht einmal mehr über ein Hörspielstudio. Damit hat der SR also nicht einmal mehr die technischen Voraussetzungen, hier seinen öffentlichen Auftrag aus eigener Kraft zu erfüllen. Im Mai dieses Jahres wurde verkündet, dass man das Hörspielangebot noch einmal um etwa ein Drittel kürzen werde (vgl. Bild: SR / Pasquale D’Angiolillo.</p> <p>Ricarda Wackers, Programmchefin des SR 2 Kulturradios, lässt auf Nachfrage mitteilen, dass man sich seit Ende der 1990er Jahre „mehrfach von bedeutenden Programminhalten verabschieden“ musste, um die Existenz des Senders zu sichern, &nbsp;der der zweitkleinste der ARD ist. Und gegenwärtig „sind der Abbau von Hierarchieebenen und deutliche Kürzungen in der Verwaltung und im Justitiariat vorgesehen“, so Wackers weiter: „Solch ein Sparpaket beschließt man nur, wenn die Situation wirklich sehr ernst ist.“ Wenn es schon der Verwaltung an den Kragen geht, so kann man das wohl verstehen, dann scheint wirklich die Kacke am dampfen zu sein. Wackers betont ihrerseits: „Gleichwohl – und das ist die gute Nachricht – besitzt der Saarländische Rundfunk nach wie vor eine eigenständige Kulturwelle. Das ist keineswegs selbstverständlich.“ Erst der Auftrag, dann der Beitrag?</p><p>ARD-weit kann man also im Radiobereich ein Muster erkennen, nämlich sich aus Angst vor der politisch bestens vernetzten Zeitungsverlagsbranche, die es schließlich sogar geschafft hat, sich ein absurdes und hoch-ineffizientes Leistungsschutzrecht herbeizulobbyieren, lieber gleich selber die Beine wegzuhauen. Selbstmord aus Angst vor dem Tod.</p><p><strong>Effizient angelegtes Geld</strong></p><p>Bei den Summen, um die es bei den Sparanstrengungen im Hörfunk geht, kann von betriebswirtschaftlicher Rationalität jedenfalls keine Rede sein. Von dem 2015 auf 17,50 Euro gesenkten monatlichen Rundfunkbeitrag fließen gerade einmal <a href="http://www.ard.de/home/die-ard/fakten/Verwendung_der_17_50_Euro_Rundfunkbeitrag/309602/index.html" rel="nofollow noopener" target="_blank">2,16 Euro in die Hörfunkprogramme der ARD</a> und <a href="http://www.deutschlandradio.de/rundfunkbeitrag.2111.de.html" rel="nofollow noopener" target="_blank">48 Cent in drei Programme des Deutschlandradios</a>. Effizient angelegtes Geld, könnte man meinen. Warum hat man dann trotzdem den Eindruck, dass Technik, Personal und Programm ‚auf Verschleiß gefahren‘ werden? Im nächsten Jahr werden einige programmprägende Dramaturgen in Rente gehen und die Hörspielabteilungen der ARD verlassen. Ob ihre Stellen gleichwertig neu besetzt werden?</p><p>Ergänzt wurden die 10 Thesen zur Zukunft der öffentlich-rechtlichen Medien Mitte September von der Deutschen Akademie der Darstellenden Künste, die unter anderem den Wettbewerb um das „Hörspiel des Jahres“ veranstaltet, mit einem <a href="http://www.darstellendekuenste.de/einzelner-beitrag/items/ein-oeffentlicher-aufruf.html" rel="nofollow noopener" target="_blank">„Aufruf zu Erhaltung und Förderung der Medienkunst“</a>. Die Akademie schrieb unter anderem: „Nur wenn neben der kultur-berichtenden Aktivität auch die kultur-produzierende Aktivität garantiert bleibt, ist die Gebührenfinanzierung des öffentlich-rechtlichen Rundfunks gerechtfertigt.“ Aber den Pfennigfuchsern in der ARD scheint das egal zu sein und so haben die Verleger de facto ihre besten Verbündeten in den Anstalten selbst. Denn wenn sich die Anstalten ihren Auftrag sparen wollen, wird sich die Gesellschaft irgendwann die Anstalten sparen wollen.</p><p>Jochen Meißner – <a href="http://www.medienkorrespondenz.de" rel="nofollow noopener" target="_blank">Medienkorrespondenz</a> 22/2017</p><p>&nbsp;</p><p><strong>Update 1.12.17: </strong>Die Abteilung <a href="https://www.br.de/radio/bayern2/sendungen/hoerspiel-und-medienkunst/index.html" rel="nofollow noopener" target="_blank">Hörspiel und Medienkunst</a> beim Bayerischen Rundfunk (BR) ist Geschichte. Nach dem Ausscheiden von Herbert Kapfer wird die Leitung nicht neu besetzt. Das Hörspiel wird ab heute mit der Abteilung „Dokumentation und Feature“ zu einer neuen, trimedialen Redaktion „Hörspiel/Dokumentation/Medienkunst“ zusammengelegt.</p><p><strong><a href="https://www.mdr.de/kultur/videos-und-audios/alle-hoerspiele100.html" rel="nofollow noopener" target="_blank"></a>Update 15.12.17:</strong> Der MDR hat ein bisschen an seinem Internetauftritt geschraubt.
