It's woefully inadequate, IMO. Intentionally abusing an <a href="https://newsie.social/tags/animal" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>animal</span></a> should come with a mandatory 3-year <a href="https://newsie.social/tags/imprisonment" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>imprisonment</span></a> for a first <a href="https://newsie.social/tags/offense" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>offense</span></a>. If the animal dies as a result, the minimum should be 5-years.
