Only the will to regulate can do that. Many jurisdictions already permit operation of <a href="https://mstdn.plus/tags/NEVs" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>NEVs</span></a> (neighborhood electric vehicles) without licensure, and of course we already have the <a href="https://mstdn.plus/tags/streets" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>streets</span></a>.</p><p>It's just that we're stuck in this# highway speeds/long distances/huge capacities model of personal <a href="https://mstdn.plus/tags/transport" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>transport</span></a>.</p><p>It's the speed and the distance, primarily, that have made <a href="https://mstdn.plus/tags/MotorVehicles" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>MotorVehicles</span></a> the monsters they have become.</p><p>It doesn't require a tech fix, just <a href="https://mstdn.plus/tags/regulation" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>regulation</span></a>.</p>

Global Museum<p>Early cars were naturally based on horse-drawn vehicles, but this design takes that philosophy further than most.
