Planetary Research Cooperative<p>The Planetary Research Cooperative is happy to announce our new home on Mastodon! 🎉 </p><p>We are a new community-run non-profit organization that will serve the interests of the <a href="https://solarsystem.social/tags/PlanetaryScience" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>PlanetaryScience</span></a> community. Our primary mission is to publish the journal Planetary Research, which will be the first <a href="https://solarsystem.social/tags/DiamondOpenAccess" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>DiamondOpenAccess</span></a> journal devoted to our field. This journal will launch at the end of this year and it will be free for authors and free to access.</p>

Damals gab die <a href="https://climatejustice.social/tags/DGfS" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>DGfS</span></a> fast ihren ganzen Etat für die <a href="https://climatejustice.social/tags/ZS" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>ZS</span></a> aus, ca. 30.000€. Das ging an <a href="https://climatejustice.social/tags/DeGruyter" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>DeGruyter</span></a>, die gaben etwas für eine Assistentin aus, aber der Rest ging in Produktionskosten und Gewinn.</p><p>Ruben van de Vijver hat es dann geschafft, dass wenigstens die Aufsätze <a href="https://climatejustice.social/tags/OpenAccess" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>OpenAccess</span></a> wurden. Publikationskosten waren 1200€ pro Artikel. Ein Vögelchen hatte mir berichtet, dass de Gruyter intern mit 800€ gerechnet hat (Gewinn schon dabei). Die haben sich also sehr gefreut. Aber jetzt ist es vorbei und wir machen das alles selbst. Wozu braucht man denn auch einen Verlag?</p><p>Redet mit Euren Bibliotheken. Nehmt den Abzocker*innen die Zeitschriften weg und macht das selbst! Wenn Ihr die Rechte an den Zeitschriften nicht besitzt, schmeißt hin und gründet sie mit anderem Titel neu. Verlage können als Dienstleister mitwirken, dürfen aber nie die Titel besitzen.</p>

Marco Tullney<p><strong>Further resignation of an editorial board: Mathematical Logic Quarterly</strong></p><p><a href="https://blog.tib.eu/2025/04/07/mlq-ruecktritt" class="" rel="nofollow noopener" target="_blank"><span> diesen Beitrag auf Deutsch lesen</span></a></p><p>There has been an increasing number of resignations by editors of scholarly journals in recent years. In many cases, the editors have criticised the publisher’s excessive influence, especially when the publisher’s presumed goals clash with those of the editors. Today, almost the entire editorial board of yet another journal, MLQ: Mathematical Logic Quarterly, has announced its immediate resignation – and the founding of a new journal on mathematical logic.</p><p><strong>From Mathematical Logic Quarterly…</strong></p><p>Mathematical Logic Quarterly is published by Wiley as part of a co-operation between Wiley and the learned society <a href="https://www.dvmlg.de/" rel="nofollow noopener" target="_blank">Deutsche Vereinigung für Mathematische Logik und für Grundlagenforschung der exakten Wissenschaften</a>. The society has now <a href="https://www.dvmlg.de/documents/dvmlg_wiley_openletter.pdf" rel="nofollow noopener" target="_blank">cancelled</a> this publication agreement as of December 31st, 2025. Two (related) aspects are addressed in their statement.</p><p>Firstly, the association states:</p><blockquote><p>„The DVMLG believes that there is a tension between the interests of commercial and profit-oriented publishers and the main purposes of academic publishing; a cooperation of the academic community with a commercial, profit-oriented publisher is only fruitful if the publisher respects the expectations and demands of the academic community.“</p></blockquote><p>At the same time, this tense relationship is seen as a reason why the publisher no longer adequately supports the core mission of the editors:</p><blockquote><p>„The editors and managing editors of MLQ reported that the attitudes and procedures of Wiley have changed considerably in the last few years and that commercial and profit-oriented interests are now influencing the editorial process negatively. On the basis of this changed situation, the members of DVMLG decided not to continue the publishing agreement with Wiley after it ends on 31 December 2025.“</p></blockquote><p>The editors of the journal have, where contractually permissible, terminated their activities without notice. They refer to the perceived conflict of interests:</p><blockquote><p>„The managing editors and editors of MLQ believe that the academic editorial process guaranteeing scientific quality control should be entirely in the hands of an editorial team consisting of members of the academic research community that are entirely free from pressure or influence of commercial and profit-oriented interests. The role of the publisher in the editorial process is to provide the editorial team with an environment that efficiently assists them in their task and conforms to the specifications of the academic research community. We strongly prefer that all research results are freely available around the world (“open science”)<br>and that neither readers nor authors are charged for the dissemination of research results (“diamond open access”).“</p></blockquote><p><strong>… to ZML: Zeitschrift für Mathematische Logik und Grundlagen der Mathematik</strong></p><p>The editors now want to implement these principles with a new journal that was founded at the same time of the walk-out. They have chosen <a href="https://zml.international/index" rel="nofollow noopener" target="_blank">ZML: Zeitschrift für Mathematische Logik und Grundlagen der Mathematik</a> as the title for their new journal. This is a reference to <a href="https://ezb.uni-regensburg.de/detail.phtml?jour_id=7403" rel="nofollow noopener" target="_blank">an earlier MLQ name</a>. The new journal is a Diamond Open Access journal that does not charge researchers for reading or publishing. (See also numerous other <a href="https://blog.tib.eu/?s=diamond+open+access&amp;submit=" rel="nofollow noopener" target="_blank">articles on Diamond Open Access in the TIB blog</a>). In this configuration, the journal also follows the definition used in the EU projects DIAMAS and CRAFT-OA as well as in the new <a href="https://diamas.org/collective" rel="nofollow noopener" target="_blank">European Diamond Capacity Hub</a>:</p><blockquote><p>„‘Diamond Open Access (OA)’ refers to an equitable model of scholarly publication that charges no fees to authors or readers and in which the content-related elements of publication are owned and controlled by the scholarly communities.“ (siehe <a href="https://diamas.org/diamond-open-access" rel="nofollow noopener" target="_blank">https://diamas.org/diamond-open-access</a>)</p></blockquote><p>Publishing the journal is supported by the Cambridge University Library. In terms of content, the journal positions itself as an „English-language Diamond Open Access research journal in mathematical logic publishing original research papers in all areas of mathematical logic“. The <a href="https://zml.international/board" rel="nofollow noopener" target="_blank">Editorial Board</a> consists mainly of researchers from Europe and North America.</p><p><strong>Editor walk-outs</strong></p><p>With this approach, the editors are following the example of many other editorial boards: resigning from the old location and founding a new journal with the majority of the old board. A prominent early example was the editors of the Elsevier journal <em>Lingua</em>, who jointly <a href="https://en.wikipedia.org/wiki/Glossa_(journal)" rel="nofollow noopener" target="_blank">founded</a> a new journal <em><a href="https://www.glossa-journal.org/" rel="nofollow noopener" target="_blank">Glossa </a></em>in 2015. The editors of the Springer journal <em>Journal of Algebraic Combinatorics</em> in 2018, whose resignation led to the new journal <a href="https://alco.centre-mersenne.org/" rel="nofollow noopener" target="_blank"><em>Algebraic Combinatorics</em></a>, and the editors of the Elsevier journal <em>Journal of Informetrics</em> in 2019, whose resignation led to the new journal <em><a href="https://www.mitpressjournals.org/qss" rel="nofollow noopener" target="_blank">Quantitative Science Studies</a></em> (QSS), did something similar. All of these journals are no longer published by large commercial publishers, but – under clear academic leadership and responsibility – with the support of less profit-orientated publishing partners. Glossa is now published by the Open Library of Humanities (OLH), Algebraic Combinatorics by the Centre Mersenne, and QSS by MIT Press. The TIB <a href="https://www.openlibhums.org/plugins/supporters/" rel="nofollow noopener" target="_blank">supports OLH</a>, <a href="https://my.lyrasis.org/s/product-details?id=a1BUh000001GSyqMAG" rel="nofollow noopener" target="_blank">co-finances Algebraic Combinatorics</a> within the framework of OACIP and has <a href="https://blog.tib.eu/2019/01/14/support-journal-flipping-qss/" rel="nofollow noopener" target="_blank">strongly supported the founding of QSS</a>.</p><p>The Open Access Tracking Project (OATP) now lists more than 200 articles on such resignations or editor walk-outs under the keyword <a href="http://tagteam.harvard.edu/hubs/3/tag/oa.declarations_of_independence" rel="nofollow noopener" target="_blank">„oa.declarations_of_independence“</a>. Retraction Watch maintains an <a href="https://retractionwatch.com/the-retraction-watch-mass-resignations-list/" rel="nofollow noopener" target="_blank">ongoing overview of these cases</a>. These processes often seem to be preceded by years of disputes about the right course for the respective journal. Without knowing the details of each individual case, it is encouraging that there are now many editorial boards that are committed to ensuring that their own journals are as scholar-led and open as possible. I wish them every success. Ross Kang<p>A post of <span class="h-card" translate="no"><a href="https://mathstodon.xyz/@11011110" class="u-url mention" rel="nofollow noopener" target="_blank">@<span>11011110</span></a></span> has reminded me that (after a year and a half lurking here) it's never too late for me to toot and pin an intro here.</p><p>I am a Canadian mathematician in the Netherlands, and I have been based at the University of Amsterdam since 2022. I also have some rich and longstanding ties to the UK, France, and Japan.</p><p>My interests are somewhere in the nexus of Combinatorics, Probability, and Algorithms. Specifically, I like graph colouring, random graphs, and probabilistic/extremal combinatorics. I have an appreciation for randomised algorithms, graph structure theory, and discrete geometry.</p><p>Around 2020, I began taking a more active role in the community, especially in efforts towards improved fairness and openness in science. I am proud to be part of a team that founded the journal, Innovations in Graph Theory (<a href="https://igt.centre-mersenne.org/" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="">igt.centre-mersenne.org/</span><span class="invisible"></span></a>), that launched in 2023. (That is probably the main reason I joined mathstodon!) I have also been a coordinator since 2020 of the informal research network, A Sparse (Graphs) Coalition (<a href="https://sparse-graphs.mimuw.edu.pl/" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="">sparse-graphs.mimuw.edu.pl/</span><span class="invisible"></span></a>), devoted to online collaborative workshops. Marco Tullney<p><strong>Überarbeitete Open-Access-Policy der TIB</strong></p><p> read this article in English</p><p>Die seit 2016 gültige Open-Access-Policy der TIB wurde überarbeitet. Die Forderung an die TIB-Beschäftigten, Open Access zu veröffentlichen, wurde verstärkt. Gleichzeitig wurde eine Bevorzugung von Diamond Open Access hinzugefügt. Die TIB unterstützt ihre Beschäftigten auf vielfältige Weise bei der Umsetzung. Die Open-Access-Policy regelt die Publikationen der Beschäftigten und ist ein Baustein in den umfangreichen Open-Access- und Open-Science-Aktivitäten der TIB.</p><p><strong>Zielsetzung</strong></p><p>Bereits <a href="https://blog.tib.eu/2016/12/21/neue-open-access-policy-der-tib/" rel="nofollow noopener" target="_blank">seit 2016</a> verfügt die TIB über eine Open-Access-Policy. Viele wissenschaftliche Einrichtungen haben ähnliche Instrumente implementiert. Ziel von <a href="https://open-access.network/informieren/politische-rahmenbedingungen/open-access-policies" rel="nofollow noopener" target="_blank">Open-Access-Policies</a> ist die Kommunikation von Erwartungen oder Verpflichtungen im Hinblick auf das Publikationsverhalten der Beschäftigten der jeweiligen Einrichtung. Es handelt sich also in erster Linie um interne Regeln. Üblicherweise werden die Policy-Dokumente auch veröffentlicht. Damit dokumentieren die Einrichtungen ihren Willen zur Open-Access-Transformation und erhöhen die Verbindlichkeit. Gleichzeitig ermöglichen veröffentlichte Policies einen Abgleich mit dem tatsächlichen Publikationsverhalten.</p><p>Im Fall der TIB ist die Motivation ähnlich gelagert: Die <a href="https://www.tib.eu/de/die-tib/policies/open-access-policy" rel="nofollow noopener" target="_blank">Open-Access-Policy</a> formuliert die Erwartungen der Stiftung Technische Informationsbibliothek (TIB) an die Beschäftigten, führt Unterstützungsmöglichkeiten auf und setzt diese Erwartungen in den Gesamtkontext der TIB-Aktivitäten.</p><p>Als Ziel ist formuliert:</p><blockquote><p>Mit der Umsetzung dieser Policy zielt die TIB auf eine vollständige Verfügbarkeit aller Publikationen von TIB-Beschäftigten im Open Access ab.</p><p></p></blockquote><p><strong>Prozess</strong></p><p>Gegenüber 2016, als die letzte Fassung der Policy erstellt worden ist, hat sich der Publikationsoutput der TIB-Mitarbeitenden deutlich erhöht: In der TIB sind mittlerweile fünf Professor*innen berufen worden (gemeinsam mit Leibniz Universität Hannover oder Hochschule Hannover). Mehrere Forschungsgruppen sind neu entstanden. Auch die Kolleg*innen im Bibliotheksbetrieb publizieren vielfach aktiv. Gleichzeitig hat sich die Open-Access-Landschaft weiterentwickelt: Bei den größten Fachverlagen ist das Open-Access-Publizieren dank DEAL denkbar einfach geworden. Open-Access-Optionen werden darüber hinaus bei nahezu jedem Verlag angeboten. Schließlich ist die Kritik an traditionellen Open-Access-Modellen lauter und die Betonung von alternativen, wissenschaftsnäheren Modellen stärker geworden. All das hat dazu geführt, dass die Open-Access-Policy überarbeitet werden sollte.</p><p>Die Überarbeitung wurde im Kompetenzbereich Open Science der TIB angestoßen. In diesem Kompetenzbereich sind Vertreter*innen aus allen Programmbereichen der TIB versammelt, die die <a href="https://www.tib.eu/de/themen/open-science" rel="nofollow noopener" target="_blank">Open-Science-Aktivitäten</a> der TIB koordinieren. (Siehe hierzu auch das Organigramm der TIB (<a href="https://www.tib.eu/fileadmin/Daten/dokumente/die-tib/2024_10_TIB-Organigramm.pdf" rel="nofollow noopener" target="_blank">PDF</a>).)</p><p>Die überarbeitete Policy wurde schließlich von der Leitung, dem Wissenschaftlichen Beirat und dem Stiftungsrat der TIB befürwortet und verabschiedet.</p><p><strong>Kernelemente der Policy</strong></p><p>Die neue <a href="https://www.tib.eu/de/die-tib/policies/open-access-policy" rel="nofollow noopener" target="_blank">Open-Access-Policy</a> ist in zwei Teile gegliedert:</p><ol><li>Im Abschnitt „Empfehlungen und Verpflichtungen“ sind die Forderungen und Erwartungen an die Beschäftigten formuliert.</li><li>Im Abschnitt „Umsetzung“ ist ausgeführt, auf welche Weise und mit welchen Instrumenten die TIB ihre Beschäftigten bei der Umsetzung der Policy unterstützt – hierzu zählen zum Beispiel umfangreiche Beratung, Übernahme von Publikationskosten sowie der Betrieb eigener Infrastruktur.</li></ol><p>Da die TIB nicht nur eine Forschungseinrichtung ist, sondern selbstverständlich auch eine große zentrale Fachbibliothek mit umfangreichen nationalen Aufgaben und internationaler Vernetzung, werden in der Policy auch die vielfältigen Open-Access-Aktivitäten der TIB benannt. Sie liefern den Kontext für die Policy und unterstützen in vielen Fällen auch direkt das Open-Access-Publizieren der TIB-Beschäftigten.</p><p><strong>Wesentliche Neuerungen</strong></p><p>Viele Elemente der Policy haben sich nicht grundlegend geändert. Stattdessen wurden an einigen Stellen Anpassungen an die veränderte Ausgangslage vorgenommen. Generell ist die Betonung der Open-Access-Publikation stärker geworden.</p><p>So ist nun explizit formuliert, dass die TIB die vollständige Open-Access-Verfügbarkeit der Publikationen aus dem eigenen Haus erreichen möchte. Dies ist ein überprüfbares Ziel.</p><p>Hierzu wird seitens der TIB „gefordert“, dass die Kolleg*innen ihre Publikationen im Open Access veröffentlichen – unmittelbar, ohne Zeitverzug und unter einer freien Lizenz, bevorzugt CC BY. Diese Forderung erstreckt sich nicht nur auf Forschungsartikel, sondern auch auf andere Publikationsformate.</p><p>Neu ist die Orientierung auf Diamond Open Access und wissenschaftsnahe Publikationsmodelle:</p><blockquote><p>Zu bevorzugen sind Zeitschriften, Plattformen oder Verlage mit einem nicht-gewinnorientierten Geschäftsmodell, insbesondere solche, die keine Gebühren von den Autorinnen und Autoren verlangen („Diamond Open Access“).</p></blockquote><p>Publikationsorte in öffentlicher Trägerschaft sind gegenüber gewinnorientierten Optionen zu bevorzugen, reine Open-Access-Zeitschriften sind gegenüber hybriden Alternativen zu bevorzugen.</p><p>In der neuen Policy wird nun explizit auf das <a href="https://vivo.tib.eu/fis" rel="nofollow noopener" target="_blank">Forschungsinformationssystem der TIB</a> verwiesen als Grundlage für die Erfassung und potenzielle Zweitveröffentlichung von Forschungsoutput. Die TIB</p><blockquote><p>erwartet von ihren Beschäftigten, ihre Publikationen im Forschungsinformationssystem der TIB zu melden und ihre Zweitveröffentlichungsrechte wahrzunehmen und Kopien ihrer Publikationen parallel oder schnellstmöglich nachträglich im Repositorium RENATE zu veröffentlichen.</p></blockquote><p>Wie bisher auch werden die Beschäftigten aufgefordert, keine exklusiven Nutzungsrechte an Verlage zu übertragen.</p><p>Letzte wichtige Neuerung ist die Aufforderung der TIB an die Beschäftigten,</p><blockquote><p>sich aktiv an der Transformation des Publikationswesens zu Open Access zu beteiligen. Sie erwartet von ihren Beschäftigten, die eigene Tätigkeit im Rahmen der Begutachtung, der Redaktion oder der Herausgabe von Publikationen entsprechend zu bewerten.</p></blockquote><p>Zusammenfassend: Die Erwartung, dass die TIB-Beschäftigten im (unmittelbaren) Open Access veröffentlichen, ist stärker formuliert worden. Gleichzeitig wird eine Positionierung pro Diamond Open Access vorgenommen, die die Kolleg*innen berücksichtigen sollen.</p><p><strong>Einbettung in Open-Access-Orientierung der TIB</strong></p><p>Open Access und Open Science sind wesentliche Aktionsfelder der TIB. In den strategischen Handlungsfeldern 2030 der TIB (<a href="https://www.tib.eu/fileadmin/Daten/presse/dokumente/TIB_Strategische_Handlungsfelder_2030_1.1.2024.pdf" rel="nofollow noopener" target="_blank">PDF</a>) ist „OPEN SCIENCE – Wissen offen und nachhaltig zugänglich machen“ einer der Schwerpunkte. Darin wird auch der Anspruch formuliert, dass die TIB eine Führungsrolle beim Informationszugang übernimmt.</p><p>Als zentrale Fachbibliothek gestaltet die TIB die Open-Access-Transformation an vielen Stellen mit und treibt sie voran. Hierzu setzt sie zum Beispiel ihr (Informations-)Budget zielgerichtet für Open-Access-Modelle ein, unterstützt Open-Access-Infrastruktur, setzt Open-Access-Konditionen in Verlagsverträgen durch und betreibt Open-Access-Dienste wie <a href="https://tib-op.org/" rel="nofollow noopener" target="_blank">TIB Open Publishing</a>, <a href="https://www.tib.eu/de/services/koala" rel="nofollow noopener" target="_blank">KOALA</a>, <a href="https://service.tib.eu/bison" rel="nofollow noopener" target="_blank">B!SON</a> oder <a href="https://oa.tib.eu/renate" rel="nofollow noopener" target="_blank">RENATE</a>. Zahlreiche weitere Beispiele sind in der Policy genannt.</p><p>Als Forschungseinrichtung beschäftigt die TIB <a href="https://vivo.tib.eu/fis/people" rel="nofollow noopener" target="_blank">viele Mitarbeiter*innen</a>, die wissenschaftliche Publikationen veröffentlichen. Die <a href="https://www.tib.eu/de/forschung-entwicklung" rel="nofollow noopener" target="_blank">TIB-Forschenden</a> arbeiten unter anderem an Werkzeugen, die den Wissenszugang und die Wissensverarbeitung unterstützen. Die Publikationen, die diese Technologien beschreiben, sollen möglichst breit rezipiert werden. Ein freier Zugang zu unserem Forschungsoutput schafft hierfür optimale Bedingungen.</p><p>Die Open-Access-Policy legt die Grundlage dafür, dass die Kolleg*innen über die Open-Access-Anforderungen informiert sind, und informiert sie über die Unterstützungsmöglichkeiten.
