This has been going on for a few weeks, quite annoying, afraid something was wrong with the trackpad. Somehow the refresh in the display preferences had set to “ProMotion.” I had used calibration software a few weeks ago, maybe that reset that. Anyway, set it to 60hz and it is smooth as silk. </p><p>I found in searches this seems to be pretty common, and mysterious. Found the solution on reddit.</p>
