The engineer's estimate with $70m, and it came in at $120m with only two bidders (both repeat players: Barletta and Judlau).The T publishes a "bid comparison" but it's totally useless because nearly all of the value of the project is obscured behind a single line item, which was expected to be $60m and the apparent low bid, from Barletta, put at $110m. That's more than 80% overrun!
